Abstract: The objectives of the research work is newline1. To examine the overall situation of teaching and learning English as foreign language among the learners in higher education institution and to make some rational suggestions to reshaped developments to attain effectiveness and efficiency regard to foreign language teaching/learning pedagogy. newline2. To show the motivational factor play an important role in teaching-learning and cross cultural communication of English and to demonstrate the significance of motivational factor highlighting different aspects of the English learning as foreign language that may constitute an important dimension. newline3. To design the course prospectus together with the methods and the techniques necessary for its implementation on the basis of the results obtained from the analysis of the learners and teachers responses. newline newline newline
